Looks ok, mostly. Two issues:
- Please drop -0~ from the symbol versions
- Since you only want to override dh_systemd_start, I'd use
override_dh_systemd_start:
dh_systemd_start --restart-after-upgrade
Reading about dh-init-system-helpers was a bit confusing at first, I
guess you meant dh-systemd?
