Thanks for the report.
I'm not an xemacs user, and it seems that xemacs is not supported
upstream. So my inclination is to have the installation scripts ignore
flavour xemacs21. That said, I'd be happy to accept patches which
address this. And, I'd encourage you to file an upstream issue.
