no-upstream-changelog is now pedantic, so I wouldn't worry about it. As far
as keywords go, I'd add joystick, joypad, and perhaps joykeys and joyemu (the
names of two similar programs for Windows or DOS which users may know).

Did you look at the Ubuntu packaging? I like the desktop file:

I think the comment is better than that in your version, and the "Utility"
and "Games" categories seems more appropriate to me than "KDE" and "Qt".
Don't bother with the generic name though...

Given that you have a debian/install file, you could use that to replace your
install line for qjoypad.desktop in debian/rules.

Could you also convert the icon to xpm and add it to the menu file? See
https://wiki.debian.org/Games/JessieReleaseGoal for details.

I noticed in your ITP that you mention a possible Games team maintainership;
what are your thoughts on that now? (I'm a member of the Games team).
