Reading that trace log, I can't see any error. It requests a restart at
offset 200000 and the transfers starts at that position.
So if this starts from the beginning as you say, I would say that the
server is playing tricks on you.
I'm puzzled. Very puzzled.

works OK (it appends/continue/resumes data downloading)
If it does, and the server sends the data from the start in the curl
using case, then either the server behaves differently on wget's FTP
commands and its order, or wget has code that detects the data being
sent from the start and it ignores the beginning and appens the data
from the correct point.
My suggest - I will examine & investigate situation. If no report/email
from me in two weeks, u can close the bug. I'll let u know.
I hate such behaviour, but it motivates me to study.
