Thanks for the additional information. This all boils down to upstream's position that there's no FHS place where to put configuration files that are programmatically modified. The only reasonable way forward would be for Debian to use /var/lib/cups instead of /etc/cups, but that would hinder the fact that these files also _are_ configuration files and can be changed by the administrator (when CUPS is down). The current situation is unfortunate but is the best we (as maintainers of CUPS) can do to best serve the Debian users. So I think the current tagging of this bug is accurate: upstream and wontfix.
