Yes. On purpose.

Nope. dh_installinit does that.
debdiff shows that the file is included (-10 package build based on my
last commit):

But now that you mention it: That functionality seems to be a quite
new in dh_installinit as dh_installinit in Wheezy doesn't have it --
at least not according to its man-page. So I need to bump the
versioned debhelper B-D accordingly. Thanks for making me aware of
that, even if only indirectly. :-)
