Ruby 1.9.x is not supported for Puppet 2.7. However, it can happen, that /usr/bin/ruby is ruby 1.9 on wheezy. Passenger will use that to run Puppet under Apache, and this will probably fail. Explicitely adding "PassengerRuby /usr/bin/ruby1.8" to the template will (hopefully) hint the admin to use the proper Ruby when deploying Puppet in Apache on Wheezy.
