I have run it manually as dhclient -v bnep0, and it works perfectly each
time.  (I suspect it would be the same this way, though I'm not in a
spot with good cell reception to test this minute.)

I probably did the first time I used it.  By the time I used it to
connect with the phone, it was several reboots later and had been
started by XFCE's session manager.

I did happen to kill it and start it from the command line, and saw some
debug messages scroll by, but nothing obvious.
