I'm downgrading this to severity wishlist (there is no real bug here),
and also removing the l10n tag (this issue has nothing to do with
localization).

It should be possible to easily save 50MiB by removing duplicate images
and replace them by symlinks. I'll do that in the next upload.

Given that, I'm not sure it's worth breaking the package into smaller
pieces.

I think that Recommends is the right dependency level, because otherwise
some menu items won't work. Note that you can still uninstall
gnucash-docs, since it is not a strong dependency (contrary to what you
said in the bug title). Anyways, if this is really an important issue to
you, please find a bug against gnucash, which is the right place to deal
with this issue.
