What's the output of systemctl status anacron.service directly after boot, before you start it manually.
Please also consider booting with systemd.log_level=debug and attaching the output of journalctl -b and a systemctl dump. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
