What makes you think so? php4 doesn't alternatively depend on php4-cli, nor
does php4-cli provide 'php4'.

A discussion I had on #debian-devel, but I should've checked those assumptions. However, the reason I send this bug report was actually another dependency issue (I guess I though the php4-cli would be a simpler case).

I've got Apache2 and PHP5 and tried to install squirrelmail. To my surpise, it wanted to install libapache-mod-php4 and apache-common (without uninstall Apache2 or PHP5). This, however, does in no way enable PHP on the webserver that's actually running.
