I believe this is something that you need to implement in your
debian/rules for yourself right now. What you suggest would makes very
much sense, and is something that needs to be discussed on a
project-wide level, because your concern applies to all packages in Debian.

Most likely this month, but since it has already been branched off, you
can rely that if any packages that build against the current libav10
package we have in experimental right now will continue to with the
final release. There is therefore absolutely no reason to wait for the
final release.

Therefore, please do fix this package at your earliest convenience, at
least in experimental.

No, there will only be one version of libavcodec available.

BTW, libavg is currently blocking the libav transition. It is therefore
imperative that we get this fixed soon to not delay this any further
than necessary.
