IANA groff expert but I think this bug can be safely closed without further action. tarman is currently written to use the mdoc macro set which is used by the BSD guys. All manpages in section 1 of the manual that use mdoc get the BSD header as a result of this. You can't just patch around it and use a normal .TD header (I tried) to mix and match from man and mdoc macros. What you're suggesting is a rewrite of the entire manpage from mdoc to man macros; I don't think that's worth the churn.
However, maybe the maintainer of groff would accept a patch to /usr/share/groff/1.21/tmac/mdoc/doc-common that changes BSD to Debian.
