Version 2.9.4-2 is already in unstable and the package octave_2.9.4-1 is now a dangling package, without any source package associated to it.
The correct version of the virtual octave package should be 2.1.*, because this is the recommended version of Octave. Version 2.9.4-1 should not enter testing in any case.
