For the record, the workaround is:
sudo ln -s /var/lib/synaptic/preferences
/etc/apt/preferences.d/locked_in_synaptic
Basically it makes Synaptic's pinning system-wide.
Thanks for letting me know. I'm going to use this until synaptic fixes
this bug.
