I am figuring out how to advocate mr in the DebConf team. There will
be a debconf-mrconfig repo with a .mrconfig file, and instructions
for users to integrate this into mr-enabled and mr-disabled systems.

Users already using mr will be advised to chain-load the repo.

However, users not using mr currently need to create ~/.mrconfig.
Couldn't mr just the first .mrconfig file it finds while walking up
the tree, if ~/.mrconfig does not exist? And in that case, just
trust it (which I think is a sane assumption in this case)?
