When you install the python3-gi package from 
http://people.debian.org/~wookey/bootstrap/debianrepo2/pool/main/p/pygobject/python3-gi_3.10.2-2_arm64.deb

it fails with:

So that's this line in the postinst failing:
py3compile -p python3-gi

Any clues on what to look at for the cause of this problem would be welcome.
