Thank you for your detailed bug report. I just took over maintenance of psutils and just uploaded a new version. I probably inadvertently broke this. I'll look at it and will upload a new version as soon as I can. If this problem is very important to you, you can downgrade in the interim. I'll make sure this problem is not present in 1.17-21. (If I can find the problem in a few minutes, I'll upload a new version tonight. Otherwise, I will probably not have time to fix the problem before Friday or Saturday.)
