I changed PMS to this:
PMS="/usr/bin/gnome-power-manager /usr/bin/kpowersave 
/usr/bin/xfce4-power-manager /lib/systemd/systemd-logind 
/usr/bin/mate-power-manager"
And it fixed double suspend on lid close.

Wouldn't it be more nice to have this list dynamically assembled from some data 
of installed packages? I.e. package that provides some power manager tool 
should contain a description file /usr/share/power-managers/$PKGNAME with 
content '/path/to/power-manager-binary'.
And CheckPolicy() funcion would just parse this and inhibit acpi-support own 
events if any of found binaries running.
