A little more detective work, and I've found that this bug is actually in libpam-modules, not in passwd. Since passwd itself doesn't know anything about NIS, it's sufficient to run it with a passwd file having the line "+::::::" at the end. The results: In a sid chroot: libpam-modules from sarge, libpam0g and passwd from sid ==> bug libpam-modules from sid, libpam0g and passwd from sarge ==> no bug libpam-modules, libpam0g and passwd from sid ==> no bug On a sarge machine: passwd from sid (recompiled against sarge), libpam-modules and libpam0g from sarge ==> bug So thankfully this bug has been FIXED in or before the latest version of libpam-modules in sid.
