Thanks for your patience, and detailed help in triaging this
problem. I indeed mistook it to be a list of files, like other
debhelper declarations.

The problem lies ot i debhelpers changed behaviour, but in my
moving wm-icons to dh from my custom builds system. The fault lies in
wm-icons.
