You need a valid logind context if you want to use NetworkManager as unprivileged user. See e.g. [0] and bringing in > libpam-systemd actually *breaks* stuff (I don't want my network to die > every time I close the laptop lid!). That was an issue of stand-alone logind. A feature requested by sysvinit/upstart users.
