Adrian, I don't have a Debian/ia64 system handy at the moment, but I just tried it on sles9 and the new util-linux no longer attempts to fsck the filesystem from what I can tell. Here's two runs, the first with the stock sles9 util-linux, and second with the freshly compiled util-linux:
