Hi

Since version 0~20121205.edae8d2d-2, ovmf is no longer available in 
Debian/main, due to a license addendum that makes the embedded FAT 
driver non-free. qemu-system-x86 however started to recommend this
package starting with 2.0.0~rc1+dfsg-1exp, including the current 
version 2.0.0+dfsg-3. 

While offering UEFI support for qemu-system-x86 is a nice feature, 
a package in main "must not require or recommend a package outside 
of main for compilation or execution" (Debian Policy ยง2.2.1[1]).
I have chosen "serious" as bug severity, as this breaks a 
must-directive of the policy and in order to prevent qemu 2.0~ from 
migration to testing. This also creates practical problems, as 
recommends are installed by default and the ovmf dependency is not
satisfiable without non-free being available.

Suggesting a non-free package however avoids this problem.
