Justification: renders package unusable

For some reason, the only file in /usr/lib/smarteiffel/bin with the
execute bit set is the selib2html script:

This obviously causes all sorts of problems; for one thing, the
generated documentation in /usr/share/doc/smarteiffel/html/base ends
up devoid of content (though selib2html blithely pretends nothing went
wrong).

I suspect it also accounts for the the lack of computed dependencies
on shared libraries.
