I have some problem to see what the issue is and what should be fixed on
the libvirt side. 

This is what libvirt does: Libvirt relies on systemd or another cgroup
manager for cgroup setup. If you don't want to use systemd you can use
the mount_cgroups option in /etc/default/libvirt-bin which is a
workaround for systems that don't have a cgroup manager running.

What is the conflict with lxc you're seeing?
