Another reason to modify the behaviour of this random running is that this script locks all the scripts following alphabetically in /etc/cron.daily/. I known no reason for this. So I suggest that a structure as below should be placed in this script : ( ... )& to place the work of /etc/cron.daily/apt in background. Should I create another bug report for this ?
