Declaring such strict package relation is bound to cause problems.

I highly suspect it to be bogus, and would suggest to not take it 
serious (but I cannot help you with how to override, I use the APT 
packaging system, not the gem packaging system).

That version unfortunately have not yet been formally released: 
https://github.com/chriseppstein/compass/commit/a5e00e#commitcomment-6183822

I might package it anyway (treating it as a github snapshot) but it is 
not of high priority.
