Hey, I missed the suggestion field, sorry for that.
A quick search indicated me that nbconvert was part of the binary package ipython, not ipython-notebook. I just checked again with dpkg -L python-notebook and I don’t see any trace of nbconvert. I hope I didn't make any mistake. But then It would make sense to me to have nbconvert in ipython-notebook and having pandoc as a dependency. Having nbconvert in its own package (ipython-nbconvert) is probably too much an hassle for you to maintain and for users to figure out what to install.
