I built a stripped-down version of udevsynthesize handling only the USB busses and ran it by hand with a known scanner connected. As far as I can see, the hotplug script is correctly executed. As the said hotplug script uses only shell builtins, standard UNIX commands under /bin and its db file under /etc/sane.d/hotplug, I don't see how it could fail. Unless /proc is not available at the time udevsynthesize is run, I don't see how the script could fail. As the udev initscript uses /proc itself, this too is ruled out.
