No, it's really a bug and you should be able to run the driver with SHMConfig enabled even with KDM as you did with previous versions. Disabling SHMConfig is just a temporary workaround. On the other hand it may be interesting if something changed with KDM/KDE since this same problem was fixed some time ago in synaptics-0.13.6 and is now popping out again.
