The sox (14.4.0-4) changelog entry reads:
* [debian/rules, debian/control, debian/libsox-fmt-ffmpeg.dirs,
debian/libsox-fmt-ffmpeg.install]:
- Explicitly disabled and removed ffmpeg support as it's broken.
It is being depricated in the next upstream version anyway
(closes: #693642).
You should also remove the build deps:
libavcodec-dev
libavformat-dev
libavutil-dev
(I noticed it because sox shows up at
https://release.debian.org/transitions/html/libav10.html )
