Because users don't use the upstream version. Keeping the bug open
allows one to inform the user either via the web site or via utilities
like apt-listbugs (which can be used to automatically block a buggy
upgrade, possibly with the -B option for individual bugs selected by
the user). The fixed-upstream tag is there to declare bugs as fixed
upstream.
