Q) Since I upgraded to Jessie the remote quota daemon doesn't respond
correctly anymore :

pz04:~ 511 # quota -v myid
quota: error while getting quota from pz01:/home for myid (id 1001): Connection refused quota: error while getting quota from pz01:/opt for myid (id 1001): Connection refused

Everything seems to be running and looks fine, but it simply doesn't work.

Downgrading to the version from Wheezy (downloaded on a Wheezy system
using "apt-get download quota") immediately solves the problem (sort
off).

This was suggested by RodLophus https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=712920

apt-get purge quota
dpkg -i quota_4.00-4+deb7u1_amd64.deb

pz04:~ 511 # quota -v myid
Disk quotas for user myid (uid 1001):
Filesystem blocks quota limit grace files quota limit grace prz01:/home 854740 4000000 5000000 15734 0 0 prz01:/opt 854740 4000000 5000000 15734 0 0

How is this possible ?
