Enabling the machinery to update autotools on every build is good practice (and I hope will get into policy in due course) and keeps this problem fixed forevermore, not just for the architectures that are currently in the verisons in the package. re-autoconfing is better than just autotools-dev-ing if autoconf is used. So it's not 'necessary' today for the set of arches you are talking about but it is 'necessary' in the general case, so I recommend doing this.
