Package: bind9

According to [0], bind9 should be compiled with
"-fno-delete-null-pointer-checks" added to CFLAGS, in order to avoid
certain optimizations that occur when compiled with gcc 4.9 that can
cause the server process to crash.  I've also written an article [1] on
the topic with a little more background info.

It might be prudent to have this workaround in bind9 active before the
switch to gcc-4.9 to minimize the possibility of bad binaries reaching
the archive.
