Control: reopen -1
Control: severity -1 minor

The problem is that it does that repeatedly without a delay, imposing
too much load on the server.

A regular IRC client would wait (for example) a random delay or at least
a few seconds. irssi, for example, on failures to connect, will wait 5
minutes before connecting again.

In this case, irker will connect around 5 times per second or more,
depending on the speed of the client's hardware. This seems like a bad
idea in any case.

I do agree it's minor, because it's a rather rare condition where the
server requires a password like this... But I still think it's a bug.
