What Otavio was saying when he stated "Wrong shlibs information"
is that the information provided in util-linux packaging file
"debian/libblkid1.shlibs" is incorrect.

Please compare this information against the information provided
in "debian/libblkid1.symbols" where several symbols are
marked as being available in > 2.17 only.
(And note that udebs do not make use of symbols files, only shlibs.)

Please also see the information provided about this in the Debian Policy
document. A very relevant chapter is:

(But there are also additional revelant information in other chapters.)

I'm not sure if this causes any grave issues anymore, so I'm "just"
raising the severity to serious because of the policy violation.

The fix should be trivial.
