Considering partial dist-upgrades, one has to consider that the wheezy
kernel still ships scsi_wait_scan.

Taken the date of the referenced commit into account, the module is
supposedly broken since April 2009, which would predate wheezy.

So it seems safe to drop even when wheezy kernel is used.

In the udev changelog I only found

  * Run modprobe scsi_wait_scan in the initramfs before udevadm settle.

but no referenced bug report.
