I personally think it'd be better to do something more along the opposite lines -- if the tech ctte members have discussions in private on issues that have been put to the ctte (eg at conferences, over beers, irc query sessions), require they post summaries of the conversation to the public ctte list after the fact. As far as mediation goes; it would be appropriate for the ctte to recommend the disputants undertake private mediation attempts, which might result in a recommendation the ctte adopts, but it seems like having that be separate from the ctte's duties in general would be a better plan than allowing discussions to go secret whenever someone thinks it would be "counterproductive".
