No, opposed to 316608, here no mail is sent at all, all data typed into the bug report is lost.

IMHO this should be fixed in sarge via a security update. Users of debian trying to report bugs will be scared away, when their carefully crafted bug reports are sent into nirvana without error message or producing any kind of log-report.
