I have the same problem. I'm running xserver-xorg on testing (version 6.8.2.dfsg.1-7) with the sis driver. The symptoms are mostly the same, only my screen does not blank completely. I had posted a message on debian user

I can reproduce the bug regularly through this sequence: 1) start a plain X session (xterm) 2) run xscreensaver -> flickering 3) kill xscreensaver -> stop flickering.
