I would love to, but except for a single QT define change, the source of the
Debian package is unchanged with respect to upstream, and both packages use
identical libraries. I have no idea what would cause this problem for you.

According to your commandline you have a "jfltexx" device - a Samsung Galaxy
S4 (International LTE). I don't have such a device, so I'm also not in a
position to confirm this bug.

Is there any chance that the problem was caused by something *other* than
which version of the package was installed? For instance: could the USB
cable have been loose when you were testing with the first package? Did you
have the phone plugged into USB when you installed the Debian package, and
disconnect/reconnect it when testing? (Looking at the package, I see that
we do not automatically reapply our udev rules on package install, so you
would need to disconnect and reconnect to get the right permissions on the
device, allowing heimdall to be run as a non-root user. This is a bug, but
I don't know if it's your bug.)
