Your package currently build-depends on

emacs23-nox | emacs23 (>=23~) | emacs23-lucid (>=23~) | emacs24-nox | emacs24 (>=24~) | emacs24-lucid (>=24~)

Debian autobuilders only consider the first option in a set of alternative dependencies. So to build your package on a debian autobuilder requires emacs23-nox to be available

This is bad for a couple of reasons

1: the maintainers of the emacs23 package are trying to get rid of it as an obsolete version 2: the up and coming arm64 architecture has failed to build emacs23 and given that the maintainers are trying to get rid of it and it doesn't seem trivial to fix it's unlikely to ever be available there. This is causing your package to build-loop as wanna-build thinks it's buildable but the buildd can't install the build-dependencies.

Please test if your package builds correctly with emacs 24 and if it does make an upload adjusting the build-dependencies. The most minimal change would be to reorder the build-depends to put emacs24-nox first. Alternatively it may be preferable to use the emacs metapackage so you always follow the default emacs version.
