Based on http://buildd.debian-ports.org/status/package.php?p=icu&suite=unstable, it looks like the most recent upload, 52.1-5, built successfully. The change between 52.1-4 and 52.1-5 was switching from hardening-wrapper to dpkg-buildflags. I wonder whether that could possibly have made a difference or whether perhaps some compiler bug or similar was fixed in the interim.
