Because the bug title is "New upstream version available" (in other
words, not "New upstream version 1.8"), the newest upstream version is
1.9.1, it's not in the Debian archive as of now and even the lastest
upload doesn't fix this issue. I could open a new bug report for it but
I don't want to be jerk and open a new bug report immediately after an
upload. This bug is not still fixed in a sense and I see nothing wrong
with reopening it.

I'm not sure if you will get more bug reports from users in the future
with such hostile behaviors.
