launching xscreensaver is not the task of MATE per se. MATE Desktop ships its own screensaver, the package is called mate-screensaver.
If you install xscreensaver and mate-screensaver at the same time, then both will have a configuration menu in System -> Settings.
The MATE screensaver gets launched automatically on session startup, whereas xscreensaver does not.
If you want to use xscreensaver in MATE sessions, please remove mate-screensaver.
If you want to get rid of the xscreensaver settings in System -> Settings, then uninstall xscreensaver.
