You are correct.  That clause was built over time because when the
libboost-all-dev package was introduced, I still wanted to preserve the
ability to backport to versions of Debian and Ubuntu where that package
had not been introduced.  I will go ahead and replace the whole thing
with libboost-all-dev and call it done.
