Heh I don't know how I miss all bug mails! Anyway this looks like similar issue I reported long back [1], at the moment I probably can't do anything IIRC its mainly because of Xlib not supporting the locale. @Walter sorry for delay in getting back but as you mentioned it looks like problem in Xlib, I would suggest talking with suckless people first on this.
