It seems that there actually was further progress, resulting in an explicit GPL-2 license: http://anonscm.debian.org/cgit/collab-maint/labplot.git/tree/debian/copyright However, this was not also filed as a grace bug at the time, so this is not documented in the grace packaging - which I agree is a bug that must be fixed.
